Retaining our healthcare workers is a national security





Executive Summary: 

The whole world has gone through the crisis of COVID 19 pandemic, and the lack of medical service providers has amplified impact on the healthcare system, accordingly, it became necessary to speed up the return of immigrant medical expertise and retain professional health workers as they are the cornerstone in the development of health sector, compensating them financially and morally by means that suit their requirements and the capabilities of the state, ensuring the provision of medical care to face the challenges of the future. Moreover, incentive is an attractive point to retain healthcare workers and always used to influence their behavior, improving the quality and quantity of care provided.

 Introduction: 

 The migration of healthcare workers has resulted in a growing apprehension universally because of its impact on health system of the developing countries. Social and economic circumstances have important impact on the decision to migrate. The "push and pull" factors for migration are disparity in working conditions, pay, lack of promotion opportunities, poor living conditions, desire to gain experience, professional development (1), Shortage of qualified healthcare providers was so obvious during COVID-19 pandemic. So retaining the healthcare workers should be a part of the Egyptian policy for national security. This deficit leaves the Egyptian public health sector unable to achieve the sustainable development goals and the Egyptian vision for health in 2030. Understanding the push and pull factors for the health work-force is critical.

Methodology: 

 Quantitative research from CAPMAS (Central Agency of Public Mobilizations and Statistics)
  WHO

 Egyptian Doctors Syndicate.
 Ministry of Immigration. 
 You will find that EGYPT is half global average of physicians per 1,000 population and more than 120,000 of Egyptian Doctors working abroad (2)

Result and conclusion: 

 Shortage of manpower in healthcare system due to migration of healthcare workers outside the country. 
 Incentives for better performance in health care designed to motivate and encourage the healthcare workers to perform well and improve their outcome (3).
  With the return of doctors, we can face the challenges of health care in the future with good and optimal preparation.
  Managing existing and returning medical service providers ensures the quality of medical care without major disruption to the state budget.

Policy implication and Recommendation:

  Changes to both payment systems and the organizational structure of health care. That aim to shift payments away from volume-based reimbursement and linking payments to quality (4).
  Resources for increasing healthcare workers incentives by collecting premiums for a health plan offered and pay providers directly under the terms of that plan (5). 
 Enhance training and investment in the healthcare workers will lead to increase the healthcare quality and efficiency and this will lead to more loyalty. 
 Issues rules and regulations that protect and criminalize healthcare workers assaults during their duties.
